01The problem
Police and public-safety organisations run critical incidents across radio, phone, dispatch systems, body-worn video and spreadsheets. On most screens a verified fact, an officer’s report, a device reading and an assumption look identical. An old position looks as current as a new one, and conflicting sources are settled silently by whichever wrote last. Afterwards, nobody can say what was actually known, by whom and at what time.

MIRVON is a sovereign mission operations platform that sits across the systems an agency already runs instead of replacing them. Its Mission Truth Layer records, for every piece of operational information, what it is, where it came from, when it was observed and learned, whether it was verified and what contradicts it. Around that layer sit command decision records, multi-agency federation, offline field work, evidence custody and consoles for each role.

Officers keep working offline from an authorised mission package. Queued, delivered and acknowledged are shown as different states on screen.

06How it works

Information arrives
Signals come from the systems already in use, such as dispatch, radio and field devices, and from authorised partner agencies.

Every item qualified
Each item carries its type, source, observation time, arrival time, verification status and any contradiction.

The commander decides
The commander sees what changed, what is stale and what conflicts. Each decision is snapshotted against that information.

Evidence stays provable
The original cannot be edited, custody is append-only, and integrity and authenticity are reported separately.
07What makes it different
MIRVON does not replace dispatch or radio. It makes their combined output answerable. Every item says what kind of knowledge it is, by shape and written label, never by colour alone. The Mission Black Box records what a commander actually knew when a decision was made, instead of reconstructing it afterwards, which is the distinction an inquiry turns on.
08Trust and governance
AI can summarise, compare and draft, but it is never the authority for a mission transition, authorisation, classification, evidence integrity or use of force. No function turns a model response into a command. Lifting a federation halt takes two people. MIRVON is built for on-premises or sovereign cloud deployment, including air-gapped.
